A personal licence allows the holder to sell or authorise the sale of alcohol under the terms of a Premises Licence

The BIIAB APLH is the Level 2 Award for Personal Licence Holders, accredited in accordance with the requirements of the Licensing Act 2003. The APLH replaced the former NCPLH as the accredited qualification in April 2011, although NCPLH certificates can still be used to support an application for a personal licence

An applicant must be an individual of at least 18yrs of age, be in possession of an accredited licensing qualification like the APLH (previously the NCPLH) for England & Wales or SCPLH (Scotland) and have not had a personal licence forfeited (revoked) within the previous 5 years. Applicants with certain criminal convictions may also attract a police objection to their application

The BIIAB SCPLH is the Scottish Certificate for Personal Licence Holders, which is approved by the Scottish government and accredited by SQA under reference R350-04 at SCQF Level 6

The exams for the BIIAB APLH & SCPLH last 40 minutes and consist of 40 multiple-choice questions. To pass the exam, a candidate must answer at least 28 out of the 40 questions correctly. Specimen question papers are available on our DOWNLOADS page.

No. Neither is an English or Welsh personal licence valid in Scotland

Applicants for a personal licence must submit to the appropriate licensing authority (England & Wales) or licensing board (Scotland) a number of things to support their application, including proof that they hold a government approved licensing qualification like the BIIAB APLH or SCPLH.

For every premises licensed for the retail sale of alcohol there must be at least one personal licence holder to make those sales, or to authorise others to do so

An application is normally made to the Licensing Authority (England & Wales) or Licensing Board (Scotland) where the applicant resides
